1)Formulation of the “Chiba Prefecture Foreigner Participation and Multicultural Coexistence Promotion Plan”

In December 2024, Chiba Prefecture formulated the “Chiba Prefecture Foreigner Participation and Multicultural Coexistence Promotion Plan” (hereinafter “the Plan”), in light of current social circumstances such as the enactment of the Ordinance for the Respect for Diversity in the Prefecture, and the establishment of the Employment for Skill Development Program by the national government.

In accordance with the Plan, Chiba Prefecture shall share the philosophy and direction of multicultural coexistence with stakeholders, such as prefectural residents, municipalities, and international exchange organizations, and promote the policies towards this end through collaboration with these stakeholders.

1. Fundamental Objective

To build a prefecture where anyone can participate actively and live at ease, and through this bring lasting vitality into society going into the future

2. Period

Four years from Fiscal Year 2024 to Fiscal Year 2027

3. Overview of the plan

The Prefecture has identified three Policy Objectives that are necessary to achieve the Fundamental Objective.

  • Policy Objective 1: Active participation
    To build a prefecture where each person is respected as a unique individual and is able to participate actively as they are
  • Policy Objective 2: Coexistence
    To build a prefecture where anyone can live in coexistence and at ease regardless of nationality or cultural background
  • Policy Objective 3: Collaboration
    To build a prefecture that promotes active participation and coexistence through collaboration with various entities
